On a hill above the southern Okinawa plain lie the ruins of Shuri castle; all that remains of the ancient home of Okinawa's rulers is an iron drinking fountain shaped like a dragon with gaping jaws out of which pours a clear stream of water into a quiet pool. Policy Partnership. Secretary Pearson's speech turned out to be one of the most forthright statements of foreign policy ever made in the Canadian Parliament. In 90 minutes, he made it clear that the old Canadian policy of stringing along calmly with Britain and the U.S., developed and consistently followed by Mackenzie King, was no longer the rule under Prime Minister Louis St. Laurent.
