...irrational. The only possible threat that might be thwarted by the limited NMD system (if everything worked perfectly) is a stray ballistic missile from some so-called rogue nation. The proposed NMD system would provide no defense at all against sea-launched cruise missiles, suitcase bombs or attack by chemical and biological weapons, and these are much more likely threats.
